Federal climate risk adaptation measures (Be-Adapt)

Mission objectives
Translate Belgium’s priority climate risks into concrete adaptation measures within federal competences.
Achievements and impact
- Selection of 10 priority risks with a federal dimension (stemming from the Belgian Climate Risk Assessment – BCRA), 6 of which were analysed in depth: flood insurance, heat stress, energy infrastructure, mental health, social cohesion and continuity of healthcare.
- A funnel approach (initial list, then longlist, then shortlist) resulting in 17 detailed measures.
- For each measure: governance, investment and financing needs, monitoring indicators, barriers and enablers.
- Validation through a survey of federal and regional administrations, the sectors concerned and scientists, plus 3 steering committee reviews.
- Examples of measures: a federal framework to certify flood risk reduction measures, a heat warning system for workers and targeted alerts for hospitals.
