PLAGE: towards the implementation of an energy management strategy

Context

Launched in 2006 by Bruxelles Environnement, the Local Action Plan for Energy Management (PLAGE) aimed to help a series of institutions set up a rational use of energy (RUE) policy and re-appropriate the energy issue. This first experience, focused on a series of municipalities in Brussels, was later extended to other municipalities, to hospitals, schools and, more recently, to social housing companies.

Objectives

ICEDD’s mission was to define the methodology centred on the RUE and to support the stakeholders in this process, over three or four years.

Execution

As part of this mission, ICEDD participated in:

  • Monitoring as closely as possible the work of Energy Managers in implementing energy policy and supporting them in their relations with the various stakeholders involved;
  • Writing a technical and methodological “PLAGE” manual for all those wishing to initiate a process to reduce consumption within their company or institution;
  • Establishing a process for coordinating a network of Brussels Energy Managers in order to continue and extend the PLAGE process;
  • Taking part in creating an “awareness kit” for these same Energy Managers in order to help them with this sensitive issue.
